Good morning:

It's starting to lighten up in St. John's this morning and the fog is lifting.
Environment Canada says periods of drizzle should end this morning and the fog dissipate. The high temperature today is expected to be around 16 Celsius. It's now about 12 Celsius.

There is a special weather statement for heavy rainfall in some areas outside St. John's.

Gander and vicinity

Bay of Exploits.

Significant rainfall is expected tonight persisting until
Friday morning.

A broad area of low pressure south of Newfoundland will remain nearly
stationary for the next few days. As a result persistent rain is
expected over these regions starting tonight and continuing until
Friday morning. The heaviest rain is expected to occur Thursday
night before tapering off during the day Friday.

There is some uncertainty with exact rainfall amounts with this
system and as a result forecasts may be modified as more information
becomes available. The public is advised to monitor future forecasts
as warnings may be required.

There are reports on Twitter of moose in Bay Bulls, but there's not too many traffic complaints yet.

Maybe people are late getting on the roads after staying up late last night for the municipal election results. There were quite a few unhappy voters that the counts were not out quicker.

In St. John's, delays were blamed on people coming out to the polls late in the day, causing lineups when the polls closed at 8 p.m.

In the Royal Newfoundland Constabulary's overnight report, a 52-year-old man was arrested in the west end of St. John's for theft under $5,000 and breach of a court order. He was held in custody for a court appearance today.

Around 3 p.m. Tuesday, RNC street patrol officers arrested a 48-year-old man in Paradise for breach of a court order.
He was detained in custody to appear in court in the morning.

While arresting this man, a 17-year-old female was also arrested for obstructing justice and assaulting a police officer. She was released to appear in court at a later date.

At 10:30 p.m., as result of a traffic stop in the west end of St. John's, a 72 -year-old man was arrested for impaired driving . He was released to appear for court at a later date.

And, around 2 a.m. this morning, as a result of traffic stop in the downtown St. John's area, a 39-year-old man was charged with impaired driving. He was released to appear in court at a later date.
