Good morning:

You can feel the fall in the air today in St. John's. It's a cool 9 degrees Celsius and expected to drop to 8 today, then dip to 4 tonight and even down to 0 in low lying inland areas.

Environment Canada has also issued a frost warning for St. John's and vicinity. It says "a building ridge of high pressure over western Labrador will move over Newfoundland tonight. Light winds and clear skies under this ridge will cause the formation of frost overnight."

Rain returns to the local forecast on Monday, but the weekend looks pretty good.

Saturday, the forecast calls for a mix of sun and cloud and high of 12 Celsius and Sunday, warmer temperatures return with a high of 20 and more sun and cloud.

As you can see from the webcam view, it's still a bit dark at the airport. A sure sign of fall, the sunrise is later each morning and it's getting dark earlier at night.

According to Environment Canada, sunrise today is 6:45 a.m. and sunset is at 7:04 p.m.

The recorded information at the Bell Island-Portugal Cove ferry service hasn't been updated since 7:40 p.m. Thursday, but all week the MV Beaumont Hamel and MV Sound of Islay were operating.

I assume that's the case today. I'll check again later to see if there are any updates.

There are no announcements regarding schools this morning on the NL English School District's website.

But the board is starting to post news about school activities and it has a Twitter feed on its site.

Students and staff of St. Peter's School in Black Tickle kicked off Together We Can Succeed festivities this week. They were divided into three teams, each having to design their own mascot and team motto. This year's theme is "Community" and "Animals Located in the Region."

According to Twitter posts again this morning, there are a lot of moose sightings.

One moose was struck by a vehicle on the Trans-Canada Highway, east of Salmonier Line.

There was another moose accident on the Trans-Canada Highway, west of Goobies last night.

Other moose have been spotted this morning on White's Road, east of Black Duck Siding, west of Corner Brook near G.C. Rowe Junion High and near the old weigh scales, west of Corner Brook.

Well-known Newfoundland actor and comedian Mark Critch is on the front page of today's Telegram with a story by Tara Bradbury.

Critch has been named winner of the David Benton Award for Outstanding Performance by an Actor at the Atlantic Film Festival in Halifax.

There's also a story on the front page of the paper today by Rosie Gillingham about a dachshund that was attacked by a mixed-breed dog, four times her size.

The owner of the large dog was charged with unlawfully allowing a dog to cause a hazard and fined $500.

A story from The Canadian Press Thursday referenced Newfoundland and Labrador's large pension shortfall, which was highlighted in a recent report from the rating agency Moody's.

Quebec and Newfoundland and Labrador face the biggest pension risk among Canadian provinces due to large shortfalls in their pension funds, ratings agency Moody’s says.
Moody’s said Thursday that Saskatchewan also has a large pension deficit, but noted it has closed its defined-benefit plans and takes a pay-as-you-go approach to funding them.

“In both Quebec and in Newfoundland and Labrador, relatively large unfunded pension liabilities pose a challenge as they are likely to continue to rise for multiple reasons,” Moody’s analyst Michael Yake wrote in a report.

The report said average asset returns have been lower since 2008-09, while the discount rates which are used to calculate liabilities have fallen and the average life expectancy of pensioners is rising.
Saskatchewan and Newfoundland and Labrador had the highest ratio of unfunded liabilities to revenues at 55 per cent, while Quebec stood at 49 per cent, it said.
Ontario was the best positioned as the only province with a small surplus.
“We believe that credit risk tied to pensions is manageable because of the relatively small size of unfunded liabilities as a share of revenue and because we expect the provinces that are facing the highest liabilities to enact reforms,” Yake wrote.
“If they do not, then credit risk could rise.”
The provinces are not alone in facing the problem of underfunded pensions in the wake of the financial crisis.
Several of the biggest names in corporate Canada also face deficits in their employee pension plans, forcing them to put millions into the plans.
Canadian Pacific Railway, Canadian National Railway, Bell Canada, MTS Allstream, Canada Post and NAV Canada have all lobbied Ottawa in hopes of gaining some measure of funding relief for their pension
plans.

I remember as a Labrador Report editor, many years ago with The Daily News, being told about paintings these artists did in Labrador and gave to the locals there before they became famous artists.
