Good morning:

We're finally seeing some sun in St. John's. The weekend weather was a bit cool, but Saturday and Sunday was a pleasant change from last week's rain, drizzle and fog.

It looks like we'll see some more sun this week, according to Environment Canada, with a chance of showers some days and a return to periods of rain Friday and into the weekend.

It's currently about 7 Celsius in St. John's and the temperature today is expected to drop by one degree, with a mix of sun and cloud and 40 per cent chance of showers this afternoon.

If you're going out on Halloween, you probably should plan to dress warm. The high temperature Thursday is expected to be about 3 Celsius and the low around 1.

On the Bell Island-Portugal Cove ferry service this morning, there's still only one vessel operating.

The MV Flanders is operating on an enhanced one-vessel schedule and will be operating through the lunch hour. It's my understanding that means it has additional crewmembers to provide more service.

Most schools in the NL English School District are open today.

However, St. Augustine's Primary on Bell Island is closed all day for a teacher professional development day.

It seems St. John's Airport Tweeted last week that Daylight Savings Time in Newfoundland and Labrador would end this past weekend.

The time change to Newfoundland Standard Time actually doesn't occur until Nov. 3 at 2 a.m.

Hopefully, noone changed their clocks this weekend or they'll be an hour late this morning.

I've noticed too that storm systems have names when they're around the Gulf of Mexico and hitting the U.S., but it seems by the time the tail ends of these storm reach us, the winds may be fierce but they're nameless.

I received some information over the weekend from Karen Noel of St. John's, who says a sign has been posted on Signal Hill telling visitors it's unlawful to feed wildlife on historic sites.

Noel says there's a family of friendly foxes in the area that have been there for more than a year and seem to pose no threat to the public.

She doesn't see feeding the foxes any difference than feeding birds, seagulls or ducks in the city.

Karen sent me some photos of the foxes as well.

The Fraser Institute has release a new report about health care wait times.

Here's some information from the news release:

Canadians are waiting months on average for close to a million medically necessary elective surgeries and diagnostic tests right now, according to the 23rd annual edition of Waiting Your Turn: Wait Times for Health Care in Canada, released today by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank.

The shortest waits for specialist consultations are in Ontario (6.7 weeks), Quebec (7.4 weeks), and Manitoba (8.1 weeks). The longest waits for specialist consultations occur in Prince Edward Island (24.9 weeks), New Brunswick (20.3 weeks), and Newfoundland and Labrador (14.0 weeks).

The second wait: Between specialist consultation and treatment

The shortest specialist-to-treatment waits are found in Ontario (7.1 weeks), Newfoundland and Labrador (9.6 weeks) and Quebec and British Columbia (10.4 weeks each). Those in Manitoba (17.8 weeks), Prince Edward Island (15.3 weeks), and Saskatchewan (14.1 weeks) faced the longest waits.

Sunday morning, RCMP officers were called to a structure fire at the Innu Band Council office in Natuashish, Labrador.

The local fire department extinguished the fire, but not before a section of the building was destroyed.

A storage area being used by Canada Post was completely destroyed, and the post office as well as the rest of the council office received smoke and water damage.

There was noone in the building at the time, and no injuries reported. The cause of the fire is undetermined at this time and the RCMP is currently waiting for a fire investigator to arrive on the scene today.

Hurricane-force gusts batter Britain, causing major travel delays and floodings

A major storm with hurricane-force gusts is lashing southern Britain, causing flooding and travel delays including the cancellation of roughly 130 flights at London’s Heathrow Airport.
Express train services between central London and Gatwick and Stansted airports were suspended because of the storm, and the major English port of Dover was closed, leading to a cutoff in ferry service to France.

Some regional rail lines shut down Monday morning, and some roads were closed due to fallen trees and power lines. There were severe delays on many parts of the London Underground network and the opening of the Overground network was delayed several hours.

Air travellers and commuters were advised to check conditions before starting any journeys. Widespread delays were expected as major London train lines delayed their opening because of the winds and tree hazards.

British Airways said its long haul flights were expected to operate normally but domestic and European flights were operating on a reduced schedule with some cancellations expected throughout the day. It said Gatwick and City airport operations should not be affected.
Weather forecasters say it is one of the worst storms to hit Britain in years.
Officials said many thousands of homes in southern England are without power. A spokesman said the majority lost power at about midnight but that crews were working to restore the service.
Flood alerts have been issued in many parts of southern England and officials said hundreds of trees had been knocked down by wind gusts.
Gusts of 99 miles per hour (160 kph) were reported on the Isle of Wight in southern England. Gusts in the 75 to 80 miles per hour range were reported on the mainland.

The storm has hurricane-force gusts but is not classified as a hurricane. It was not formed over warm expanses of open ocean like the hurricanes that often develop in the Caribbean and threaten the east coast of the United States.

A teenage boy is feared to have died after being swept to sea while playing in the surf off the coast of East Sussex.
Forecasters said the heavy winds should subside by mid-morning as the storm moves out to sea.
