Emergency Social Services Provided to Persons Potentially Affected by Tropical Storm Leslie

The Department of Advanced Education and Skills wishes to advise the public of the emergency social services that would be provided in the event of an emergency or evacuation due to Tropical Storm Leslie.

If required, the Emergency Social Services Plan would see the establishment of reception centres in affected areas to provide food, lodging, clothing and personal services.

The Department of Advanced Education and Skills also partners with the Red Cross and Salvation Army in providing emergency services.

Confederation Building Complex Closed This Morning

The Department of Transportation and Works advises that the Confederation Building complex is closed this morning (Tuesday, September 11), with an update to be provided at 11:00 a.m.

Confederation Building East Block is undergoing exterior renovations, and given the extreme weather event predicted for today, both the East and West Blocks have been closed temporarily to ensure the safety of employees and visitors.

Other Provincial Government offices are expected to remain open for regular operation, subject to further notice.

From Canadian Blood Services...

This afternoon's community blood donor clinic at the Knights of Columbus in Carbonear (12:30 p.m. to 3:00 p.m.) has been postponed until this evening.

The new hours for today's clinic are from 5:00 p.m. to 9:00 p.m.

All other clinics published below will operate as scheduled.

With the storm anticipated disruptions, Canadian Blood Services is encouraging Newfoundlanders to help ensure the blood system can meet its needs on the island. Should weather and road conditions permit safe travel to a clinic, residents are urged to donate blood this week to help maintain a strong inventory of blood and blood products for local hospital patients.

"If the storm has freed up some time for you today, or later in the week, then why not make good use of it by helping out a hospital patient in need of blood" said Peter MacDonald, Director, Donor and Clinic Services, Atlantic.

Peninsula sees eye of the storm

The Burin Peninsula has been sparred this time around.
Tropical Storm Leslie did strike in to land on the Fortune Bay side of the peninsula around 8 a.m. and as a result the eye of the storm moved across our region.
Overnight there were high winds with St. Lawrence registering gusts in the 95-kilometre range. And around 4 a.m. rain started to fall with Environment Canada reporting Winterland recorded over 50 millimetres of rain in a two-hour period between 5-7 a.m.
Most peninsula businesses opened as usual this morning but Eastern School District, College of the North Atlantic and Keyin College all closed for the day. Some government offices were also closed this morning.
High winds had affected the Avalon Peninsula with power outages and damages to buildings with winds well over 100km. Heavy rain was impacting central and western Newfoundland.
Environment Canada was still forecasting high winds on the back side of the storm gusting at times to 100kms and some light rain.
Tropical Storm and wind warnings are remaining in effect along with a Hurricane watch but the rainfall warning has ended.

The extreme weather conditions are causing problems for mail delivery in various parts of Newfoundland.

There will be no mail delivery for the 50,000 customers in St. John’s today; another 20,000 customers in Corner Brook, Grand Falls and Gander will not receive lettermail delivery however parcels will be delivered where possible.

Delays can be expected for the next few days throughout the province because there are no ferries or flights carrying mail going in to Newfoundland until the weather improves. Once the weather does improve and it is safe to do so, mail delivery will return to normal.

The public meeting to discuss the Wedgewood Park Recreation Centre expansion has been cancelled for this evening. The City will advise when it has been rescheduled.

Garbage (2A/2B) and recycling (2B) collection has been suspended for the remainder of the day due to road conditions. Collection will now take place on Wednesday, Sept. 12 for these areas.

GoBus Accessible Transit service is suspended.

Residents are reminded that for downed trees and damaged traffic lights to please contact Access St. John's at 311 or 754-CITY (2489). For downed power lines please do not touch or attempt to move them, but advise Newfoundland Power immediately at 737-5711. Please do not contact 911 unless it's an emergency and you require fire, police or an ambulance.

Today Minister Peter Penashue, Minister of Intergovernmental Affairs, President of the Queen’s Privy Council for Canada, Regional Minister for Newfoundland and Labrador, and Member of Parliament for Labrador expressed the Harper Government’s support for Newfoundlanders and Labradorians in the face of tropical storm Leslie, which made landfall this morning at approximately 8:30am local time.

“While the government of Newfoundland and Labrador has indicated that federal assistance is not required at this time, precautionary steps have been taken to ensure that the federal government can aid Newfoundlanders and Labradorians should the need arise,” said Minister Penashue.

“A Canadian Armed Forces Immediate Response Unit has been prepositioned, and officials have reviewed National Emergency Stockpile supplies to ensure the availability of beds, blankets, various medical supplies and other critical items.”

“Our government stands ready to assist the people of Newfoundland and Labrador with the effects of this serious storm, should the Provincial government request assistance. I urge Newfoundlanders and Labradorians to always take all necessary precautions to stay safe during a storm, and I hope that this one passes with minimal damage and disruption.”

From Nova Scotia...


TRURO, N.S. - Flood waters in Truro, N.S., receded today as officials assessed damage to streets and dikes after tidal rivers overflowed their banks on Monday.

The emergency measures co-ordinator for Colchester County says there is a large amount of damage to roads, culverts and possibly to bridges along the Salmon and North rivers.

Robert Levine says that many residents and businesses also suffered property damage.

However, he says shelters in Truro and Bible Hill have closed and people have returned to their homes.

Water flowed over a dike on the Salmon River and poured into a low-lying plain around the waterway on Monday after about 100 to 120 millimetres of rain fell in central Nova Scotia.

The flood waters also rose in the adjoining community of Bible Hill, forcing evacuations and blocking road access to the town.

Chris Fogarty of the Canadian Hurricane Centre estimates that central Nova Scotia received as much rain in a single day as it usually gets in a month.

In light of damage received this morning during the storm the RNC are
advising the following:

Unless absolutely necessary motorists are asked to remain at home. There
are many damaged light poles, buildings, power lines down, damaged trees
and limbs on our roadways. By restricting movement on our roadways this
will allow maintenance crews to clean up these areas as quickly and as
safely as possible.

Many streets remain closed. If you see barricades, do not enter signs or
emergency vehicles do not enter these areas. They are restricted as the
area is not yet made safe.

If driving reduce your speeds and be observant wherever you are driving.

Many intersections have no power thus the traffic lights are not
functioning. These intersections are to be treated as a four way stop.
Ensure your path is clear and safe.

If you witness anything you feel is dangerous please notify the
appropriate authorities.

We are still experiencing very strong winds in all areas of the Northeast
Avalon.

Public Advisory: Butter Pot Provincial Park Closed Due to Storm Damage

The Department of Environment and Conservation wishes to advise the public that, effective immediately, Butter Pot Provincial Park is closed to the public as a result of extensive damage caused by high winds associated with tropical storm Leslie.

A number of fallen trees and branches in the park are currently blocking access to the campground. Staff will contact individuals with trailers in the park to inform them when the roads have been cleared and safe access to the campsites is restored. Individuals are advised not to travel to the park until notified.

For more information, please contact the Parks and Natural Areas Division at 709-635-4520.
An update will be provided when a damage assessment has been completed, and safe public access to Butter Pot Provincial Park is restored.

Advisory from City of Mount Pearl....

1. Residents Advised to Proceed with Caution
Residents are advised to proceed with caution while travelling throughout City streets, trails, parks, etc. and to pay particular attention to fallen/leaning trees, loose debris, and other safety hazards resulting from Tropical Storm Leslie. Also, traffic lights may be off or flashing throughout the City, please approach as a four-way stop.

2. Road Closures
The following roads are currently closed or partially closed due to the impact of Tropical Storm Leslie until further notice:
Ruth Avenue – First Street to Roosevelt Street
Clyde Avenue – Corisande Street to Glencoe Drive

3. Sports Facilities Closures – Team Gushue, St. David’s, and Squire
Residents are advised that the Team Gushue Sports Complex, St. David’s Softball Field, and Squire Softball Field are closed until further notice due to impact of Tropical Storm Leslie. Individuals are asked to refrain from entering these sports facilities until further notice due to extreme safety hazards resulting in downed and strained netting poles and structures.

4. Tree Collection Post Tropical Storm Leslie
The City of Mount Pearl will be providing a residential Tree Collection Service beginning the week of September 17th. Trees must be prepared by residents as per the City’s Bulk Garbage Regulations, i.e. 4 ft. lengths, bundled and weighing less than 50 lbs.


5. Final Bulk Garbage Collection
The final bulk garbage collection for 2012 takes place the following dates:
Zone 2 – September 17
Zone 5 – September 24
Zone 4 – October 1
(Final bulk garbage collection for Zone 1 and Zone 3 has already taken place)

For these bulk collection days, the City will accept Tropical Storm Leslie related debris, such as siding and shingles, which must be placed to the curb in accordance with the current bulk garbage guidelines.

Premier Kathy Dunderdale told reporters this afternoon that the province didn't dodge a bullet with tropical storm Leslie, we faced it head on.
Dunderdale told reporters the storm was an important test of the province’s emergency protocols and lessons learned from Hurricane Igor.
The government isn't aware of any injuries as a result of the storm, and only minor damage to infrastructure.

The latest from Eastern Health...

All services on the Bonavista Peninsula, Burin Peninsula, Clarenville and Whitbourne areas will return to normal as of Wednesday morning, September 12, 2012.

Services at Carbonear General Hospital will return to normal on Wednesday with the exception of surgery; only emergency surgeries will be offered in Carbonear on September 12, 2012. Other scheduled surgeries will be rebooked.

Patients and clients can assume that services, clinics, surgeries and appointments in St. John’s and Placentia will go ahead as previously scheduled unless otherwise notified.

As there remain safety issues with travelling within the St. John's/metro area, Eastern Health encourages the public to refrain from visiting family and friends in its city facilities unless necessary.

Emergency services continue to be available at all sites.
