Greg Saulmon:
There's been an interesting debate surrounding The Weather Channel's decision to name winter storms for the 2012-2013 season. They're the organization that named this storm "Nemo". This was a statement the National Weather Service released in October:

"The National Weather Service has no opinion about private weather enterprise products and services. A winter storm's impact can vary from one location to another, and storms can weaken and redevelop, making it difficult to define where one ends and another begins. While the National Weather Service does not name winter storms, we do rate major winter storms after the fact."

State police Sgt. Alan Joubert said state Department of Transportation personnel have pre-treated Interstate 91 and Interstate 291 this morning and that motorists may notice the roadways look wet. Sara Lavoie, spokeswoman for DOT, said late last month that the state has begun using salt brine to pre-treat major roadways. She said it has proven to be a more efficient anti-icer than the liquid magnesium chloride that it has been using for the past five years or so.

From staff writer Jim Kinney:

All commercial airline activity at Bradley International Airport in Windsor Locks will stop at 1:30 p.m. Friday, said John J. Wallace, the airport’s director of communications.

“That’s an airline decision, not an airport decision. It’s affecting airports up and down the east coast,” Wallace said. “What we are hearing from our airline station managers is that they hope to be back up and running in about 24 hours, so that would be sometime Saturday afternoon.”

The airport itself will stay open for emergency operations and military use as long as the weather allows, he said.

Wallace said travelers should keep in contact with their airlines via the airline’s website and Twitter feed. It might take a few days for the air travel system to sort itself out with aircrews and equipment stranded in places they should not be.

Wallace described Friday morning as “hustle and bustle” with morning flights heading out on schedule.

Use flashlights and battery-operated candles for safety. If you must use flame candles, remember to burn them inside a one-foot circle of safety free of anything that can burn. Place them on a non-combustible surface or in the sink; blow them out when you leave the room or go to bed; and use jar candles or place a globe over stick candles. @Hugh -- Here's what the state Department of Transportation says: "The ban on vehicle travel begins 4pm, covers all roads. The ban emphasizes importance of staying off roads during storm." It doesn't specifically say the Turnpike or any road is closed, but we'll try to get a specific answer to that. But also remember that, according to the governor's executive order, the ban doesn't apply to "healthcare workers who must travel to and from work in order to provide essential health services"

Dan Ring, The Republican/MassLive.com's Statehouse reporter, wrote:

Here's a statement from the Catholic Diocese of Springfield:

The Diocese of Springfield urges all Catholics to heed travel advisories and restrictions as indicated by local and state officials, including to stay off roads during the peak storm hours and allow for emergency and plowing operations. The faithful are encouraged to use good judgement when planning to travel to Mass. Hopefully the storm will pass by Saturday afternoon, and roadways will be clear for travel on Sunday. Should that not be the case in every location, Catholics are reminded that the obligation to attend Mass does not apply when there is grave difficulty in fulfilling that obligation. (Canon Law 1248 s, 2)
Finally we ask all our faithful to prayerfully remember and give thanks for those law enforcement, safety, plowing and medical personnel whose duties require that they work throughout the storm.

There are scratches and tire tracks of pavement visible on Main, Congress and Dwight streets in downtown Springfield, but the rest is covered with snow.

There was a plow working downtown streets.

On I-291 eastbound, traffic is going about 40 mph. There are cars going in both directions, but traffic is probably about 80 percent less than normal. Visibility looks to be fine. There’s snow blowing around, but you can see a car’s lights.

The road is covered with snow, but definitely drivable.

I saw two plows on I-291 westbound, and also saw at least four pickups and other trucks that had plows but were not plowing.

I’ve been on the Pike about two minutes and just saw the first vehicles going in the opposite direction, one a snowplow. I’m the only one in the eastbound lane.

Visibility is worse, seems like a snowy rain. The lack of lighting makes visibility much shorter. You can see maybe a block and a half ahead.

The road surface is snowier and more slippery than I-291 and the Springfield streets were.

An overview of the storm in Connecticut from The Associated Press:

Gov. Dannel P. Malloy imposed a travel ban Friday on the state's highways and deployed National Guard troops around the state for rescues or other emergencies.

Nonessential state workers were ordered to stay home Friday. Schools, colleges and state courthouses were also closed. All flights after 1:30 p.m. at Bradley Airport near Hartford were canceled. Connecticut Transit planned to cease all bus service by 6 p.m. Friday.

A coastal flood warning was posted for southern Fairfield County, saying Friday evening's high tide could be 3 to 5 feet higher than normal in western Long Island Sound.

Some gas stations ran out of fuel Thursday night during the rush to prepare for the storm. The state's two biggest utilities planned for the possibility that up to 30 percent of their customers — more than 400,000 homes and businesses — would lose power.

From The Associated Press:

BOSTON (AP) — More than 190,000 customers are without electricity in Massachusetts as a snowstorm begins to intensify with gusty winds.

By 10 p.m. Friday, NStar had reported more than 110,000 customers without power and National Grid had nearly 80,000. Most of the outages are in southeastern Massachusetts and Cape Cod, where wet heavy snow and winds gusting over 50 mph have been reported.

The Massachusetts Emergency Management Agency had reported about 40,000 customers without power just two hours earlier Friday.

State officials have said about 2,000 utility crews are prepared to respond to storm outages but won't be able to do so until conditions are safe for them.

Here's an update from George Graham:

Springfield police reported no major problems overnight although a growing issue of cruisers getting stuck in the snow prompted them to redeploy in four-wheel drive vehicles during shift change at midnight.

"We had to improvise," said Capt. Larry Brown, adding that the officers used a combination of personal and departmental vehicles.

Brown said major roadways within the city are in pretty good condition. Some side roads have yet to be plowed, police said.

"I think by the time the dayshift starts they can probably go back to using the cruisers," Brown said.

And an update on major roads via George Graham / state police:

State police in Springfield said major roadways like Interstate 91 and Interstate 291, as of about 6:30 a.m., were mostly down to one plowed lane. "It's slow-moving, it's pretty bad," said Trooper Robert Church.

Motorists for the most part have heeded the warnings to stay off the roads, however. "Thank god they kind of got the message," Church said, adding that state police in Springfield dealt with only "four or five" disabled vehicles over the course of the night.

Here's an update from George Graham:

State police in Westfield reported that conditions on the Massachusetts Turnpike, at least from Ludlow to the New York border, are bad.

"The roads are treacherous," said State Trooper Joseph Tetrault. "If people aren't out responding to an emergency, they should stay home."

State police in the Westfield barracks reponded to about a half-dozen stuck vehicles on the overnight shift, including a tanker truck that had been driving westbound in the eastbound lanes of the turnpike near Exit 4 in West Springfield.

Tetrault said when he arrived at the stuck truck at about 11:20 p.m., conditions were so bad that he could barely see five feet in front of his cruiser. Tetrault said the driver told him that he had no idea how he ended up going the wrong way and that he had been following tire tracks in the blinding snow.

Tetrault said he believes the driver may have been following tracks left by a plow that made a U-turn at the emergency crossover in Chicopee.

The driver received a citation for negligent operation and probably a large bill from the heavy-duty wrecker who hauled him out, Tetrault said.

State police attached to the Northampton barracks reported that roadways remain in tough shape.

"The plows are out, but not everything is clear yet," said Adam Hakkarainen, as of about 7:15 a.m. "There is such significant snowfall that they were overwhelmed. Some secondary roads are down to one lane. Some of the two-lane roads have piles of snow in the middle."

Hakkarainen reported only a handful of stuck vehicles overnight."People did the right thing and stayed off the roads," he said.

Another check-in from George Graham:

State police attached to the Shelburne Falls barracks reported no major problems overnight. Like everywhere else, however, driving conditions are poor. "The roads are slick," said Trooper Nick Pellegrino at about 7:20 a.m.

The biggest problem of the night, Pellegrino said, was a series of attempted break-ins to vehicles in a parking lot on Wells Street in Greenfield. The trooper said that judging from the tracks left in the snow it appeared that the suspects, most likely juveniles, appeared to have attempted to have broken in to at least 11 vehicles.

No windows were broken, as police believe the suspects were looking for unlocked vehicles. It's not yet clear if anything was taken, Pellegrino said.

If you're plowing a driveway / parking lot and you're not on a public road, you should be fine. And if you've got a plow on your truck... I'd hazard to guess that you won't get hassled if you have to venture on a public road to get to what you're trying to plow.

@Steve -- The storm should be starting to wrap up.

If you mean "The End" of "our elaborate plans" or "everything that stands", only Jim Morrison knows for sure. But he did say, "the west is the best," so we have that going for us. I assume he was referring to Western Mass.

Chicopee police reported no major problems as the storm winds down. Like their counterparts throughout Western Massachusetts, however, they urged motorists to stay off city roads while the plows and sanders do their jobs.

"I don't know why anybody would want to be out driving in this stuff if they didn't have to," said Sgt. Jeffrey Chmura, adding he left extra-early to get to work. "I had a bad time getting in but I got there."

Westfield police warned Saturday morning that some secondary roads remain almost impassable and some primary roads are down to a single lane.

Police said they hope road conditions improve by noon or so as plow operations continue.

Nick Morganelli of CBS3 sent along this info from the Greenfield Fire Department:

Drifts are over 4 feet in some areas and they got a carbon monoxide call.

Snow may block vents outside the home for furnace, dryer, hot water heater and home owners should check that these are clear. He said it could have been a lot worse if the family's carbon monoxide detector didn't work or they didn't have one. It likely saved their lives.

Also, people need to clear the tailpipe of snow before starting their cars for the same reason. CO builds up inside the car if the tailpipe is blocked.

Trooper Sean Dennehy, who is attached to the Springfield barracks, said troopers are not ticketing motorists who are out on the roads despite the statewide ban that remains in effect.

"We have been advised not to," he said. "People -- including doctors, nurses and other key personnel -- need to get to where they have to go," he said. That said, however, Dennehy stressed that road conditions remain bad and people should stay put if they can.

Dennehy said troopers have not yet been told when the ban might be lifted. "We have no idea," he said

@jim -- Big Y stores are scheduled to open at 11 a.m. today. Among the exemptions for the driving ban are employees on the roads to "support business operations that provide critical services to the public, including gasoline stations, food stores and hardware stores."

State police have also told us they are not ticketing, but that road conditions are very bad.

So, your daughter will probably have to report to work, but she should leave a lot of extra time and drive very slowly.

Saturday February 9, 2013 9:52 Guest

Greg Saulmon:
@Guest -- My sense is that they are not pulling over people *just* for being on the road, but some reports I'm seeing this morning indicate that state and local departments are really keeping an eye on any vehicles that are on the road.

As an example, I got a release from Sturbridge about an arrest they made after making a traffic stop on a vehicle that had a defective license plate light. So, any little traffic infraction / equipment defect / etc. seems extra likely to result in a stop today.

Again, that's just my gut based on the reports I'm seeing.

The Governor as much said the ban was intended to show the gravity of the storm, not an excuse to fill up a paddy wagon. That's what the police cordons around parts of Boston in playoff season are for...although we haven't had one of those in a while... hmmm...

@John -- well, it's true. I started yesterday at the scene of a triple shooting that left two dead. Over the course of the day we also reported on a fatal fire, and another fire that destroyed a church. There's a lot of tragedy in the world already, so I'll be thrilled if we can get through this storm mostly just reporting on the fact that it set some records, created some slight inconveniences, and gave kids a chance to have fun in the snow.

Also, for those litigious souls, if you drive and wreck while there is a ban in effect, you will likely not be successful in suing the city/state for failing to make the roads safe. And your liability is higher if you cause damage.

Carbon monoxide has been a problem in Springfield today, George Graham reports:

Dennis Leger, aide to Springfield Fire Commissioner Joseph Conant, said firefighters have so far responded to about a dozen carbon monoxide calls Saturday morning, most of them due to snow-blocked vents.

Three people were taken to Baystate Medical Center for treatment of carbon monoxide poisoning after firefighters responded to 156 Eastern Avenue, shortly before 5 a.m., he said. Their injuries are not considered life-threatening, he said.

A little over three hours later, firefighters responded to the Pioneer Valley Chapter of the American Red Cross on Cottage Street after a carbon monoxide detector sounded there. The situation there has since been rectified, he said.

Update on that Springfield plowing situation from George Graham and Stephanie Barry:

City plowing operations have largely shut down until 6 p.m. because drivers need to comply with a state law that mandates a break after 16 hours, Mayor Domenic J. Sarno said.

That news is frustrating to police who continue to patrol city streets in four-wheel drive vehicles. "That's all we have," Lt. Robert Moynihan said. "We have side roads that are not plowed, we are having the officers walk in if necessary....Most of them are completely shut down."

The good news, Moynihan said, is that it's been relatively quiet and police have not been bombarded with a lot of serious emergency calls.

Moynihan said they have been told that the DPW is attempting to get some private contractors in to assist.

Moynihan asked Springfield residents to stay off city roads unless it is absolutely necessary. Police are helping to transport medical personnel and other essential workers, he said.
