It feels like winter, with -3 Celsius in St. John's this morning. Environment Canada is forecasting a 40 per cent chance of rain showers or flurries this afternoon as the temperature rises to 3 degrees.

But there are some milder days in the forecast. Tuesday's high is 9 Celsius and Wednesday's high is 10.

I heard a woman comment in a store Sunday that although it's cold in St. John's, we're lucky we're not in Labrador.

But anyone familiar with Labrador weather describes it as a dry cold, which doesn't feel as bitter cold as the damp cold in St. John's.

The cold temperature there has broken a record this morning.

In the Royal Newfoundland Constabular's overnight report, around 6 p.m. Sunday, officers responded to a report of an accident near Bannerman Park in St. John's.

The vehicle was reported to have gone off the road and into a nearby fence. Two men were seen running from the vehicle and the vehicle was later reported stolen.

The matter is still under investigation

It will take place at 11:30 a.m. in the Media Centre, Ground Floor, East Block, Confederation Building.

When Finance Minister Tom Marshall delivers his mid-year fiscal update, he'll probably present a bit of good news, according to a Telegram analysis of budget data - maybe to the tune of $50 million to $70 million.

The story Colin references talks about two student nurses who, as part of their population health course, did a 10-week clinical placement, and then compiled a comprehensive report afterwards, detailing the main health issues adolescents on P.E.I. face.

Among the issues were drug use, sexually transmitted infections, depression and teen suicide.

It talks about abused animals in the province. I don't know how people can have pets and starve them or treat them bad.

I have an 18-year-old dog who has always been treated as part of the family and I'll hate to lose him when that time comes.
