In 94 and 96 Paper Tiger helped lead a march to demand public access. Manhattan now has one of the strongest public access programs.

Another protest held at the National Association of Broadcasters conference in 2000. Here the protestors put bicycle locks around their necks! Police didn't know what to do, because they didn't have the tools to remove the locks, so the police ended up putting partitions around the groups of protestors. But they continued shouting, so in effect, they became their own "radio station" - you could hear them shouting, but you couldn't see them.

Meanwhile at Paper Tiger, they needed to look into leasing a satellite and send programs that way, rather than mailing big cassettes. It costs between $500-600 an hour.
But the challenge is getting people to know that it will be on.

Set aside non-commercial channels. A law that 4% of direct broadcast must be public access.
These include:
LinkTV,
UCTV,
RFD-TV (this one just got pulled, because they started playing commercials. This is where Don Imus is now!),
FSTV

Its supposed to be 4%, and there are now over 500 channels, so they are considering a class action lawsuit to force these channels to be doing what they should be doing.

Democracy Now is one of the programs. They started on radio, and tried to get things started on tv. After 9-11 they decided to go on TV.

There are now more viewers/listeners than there are for Larry King.
