When Gov. M. Jodi Rell said there would be no big surprises in her annual budget address Wednesday, she meant it. Based on a budget briefing given by Rell’s Budget Director Robert Genuario, there will be no tax increases and there will only be $30 million in spending cuts, despite a $515 million budget deficit.

1:02	Before her speech Gov. Rell acknowledges the family of Chief Fallon.

1:03	Rell: "We start the 2010 session with continued challenge and continued anxiety..."

1:05	Rell: "We need to stop the game playing and name calling and constant pickering that's come to consume to many at the capitol" I'm assuming she's including herself in that remark...

1:07	Rell: "Our energy this session should be focused on just two core issues, creating jobs and balancing the state budget."
