Jon - @Tyler...this is a low that redeveloped off the Carolina Coast from the "remnant" of Ida. Ironically, the impacts from this "remnant ghost" may far overshadow any U.S. impacts while Ida "officially" was named. The pressure gradient between the high in New England plus this offshore low is the reason for this event.
