Lollie, thanks for the question.   Unfortunatley, I am in the pest control field and ground hogs fall under the wildlife control field in nc.   A great place to find a local wildlife control agent is http://www.ncwildlife.org/fs_index_06_coexist.htm.   Good luck with controlling those ground hogs!

I'm having problems with earwigs and these little bugs that come out only when it rains. They are as small as fleas and there are thousands of them on my cement patio

Burns Blackwell -  Dorothy, those are probaly springtails that you see.   The moisture is what is causing these to come out (hints when it rains they are worse).   The best solution is to really take a look around your house and make sure all the moisture is being drained away.   Down spouts from the gutters, too much mulch next to the foundation, standing water, or other forms of moisture.   If you can control the moisture when it is not raining then they might go away...the rain causes them to rise out of the ground.   So the trick is extra dry ground so they cannot live between rains...

Burns, back to the first question...is that a mistake often made by residents? Thinking that a wildlife issue is a pest control issue?  How do you determine who to call?

Yes it is.   Some pest companies have wildlife agents on staff but not a majority of them.   If the problem is with critters larger than a mouse or a rat, then most likley you will need a wildlife professional.

My back yard is honeycombed with tunnels. I think they are chipmunks, because my cat has caught a few and I haven't seen anything else. My dachshund has dug up the entire yard, and I've let her get away with it, simply because I hope it's making life miserable for the burrowers. How can I get rid of them?

Burns Blackwell -  Again, this falls under the wildlife division.   These could be moles and that can be handled by a wildlife agent.   a good website is http://www.ncwildlife.org/fs_index_06_coexist.htm.
