What has been the response to the RFP for funding residential solar programs and what is the timing for DDOE to issue reservations?

DDOE has received just about 200 applications in this program -- which is an indication of a remarkable level of interest in the District.   We are reviewing the applications in the order received and reservations will be issued shortly.   I am checking now on the specific timing.

Could you explain the policy goals behind the proposed ban on the sale of plastic bags?

DDOE has done trash surveys on the Anacostia and its tributaries, and plastic bags have been consistently one of the largest sources of trash.   The proposed legislation provides a ban on non-recyclable trash bags, but does not ban other bags -- instead it would require a 5 cent fee for their use. The funds would be used for a variety of Anacostia related projects, including providing reusable bags to District residents.
