What are your thoughts on the nuclear plant built in IRAN?

The new site that was revealed by Iran last week is not operational. Iran has now agreed to let international inspectors in, since their cover was blown. The big question is whether there are other secret plants that we do not know about.

How much longer do you think the current Iranian regime will last and what will replace it?

Trudy Rubin -  That is the question that no one can answer. Since Iranian elections in June there have been incredible public protests and splits within the top clergy and the leadership elite over what direction the country should take. Right now hardliners, backed by the revolutionary guards military force are in charge. But a process has begun which will inevitably lead to   change. Unfortunately that process may take several years.

Trudy Rubin -  At least they raised it. I was afrai they would punt entirely. But I would like to see President Obama speak out more clearly on this issue when he talks about Iran.

Is it not true that U.S. intelligence agencies have confirmed that Iran has no active nuclear program according to the NY Times of 29 Sept.?

Trudy Rubin -  US intel agencies have said they believe that in 2003 Iran halted their active program to develop nuclear weapons. However, Iran still has an active program to develop the complete fuel cycle to produce enriched uranium which could be used to fuel a weapon and they are also developing missiles that could carry a weapon. The intel agencies also said they do not know if  Iran has resumed developing a weapon.

What do you think Russia is going to do with the enriched uranium Iran is sending them

Trudy Rubin -  Iran is sending low enriched uranium to Russia. They will enrich it to 20 per cent which is suitable for medical purposes and will send it to France whichy will make it into fuel rods for a small legal reactor that Iran uses for medical purposes. The key here is that the more advanced enrichement will not be done in Iran. Wepons grade uranium has to be dnriched over 90 %.

Moreover, under the IAEA charter, is it not true that country does not have to announce a new nuclear facility until 6 months prior to operation? Therefore, is Iran's secrecy legal?

Trudy Rubin -  No, it is not legal, as the head of the IAEA said this week. Iran was required to inform the IAEA as soon as it started costruction
