Fred Barbash-Moderator -  Good afternoon. We have two guests in succession today to talk about the President's decision on missile defense. The first, at noon, is Sally McNamara of the Heritage Foundation. At 12:45, Sean Kay, of Ohio Wesleyan University and the Eisenhower Institute will join us.

Sally McNamara: Sally McNamara is a Senior Policy Analyst in European Affairs at The Heritage Foundation's Margaret Thatcher Center for Freedom.

Formerly the Director of International Relations for the American Legislative Exchange Council, McNamara joined Heritage in 2006 and now concentrates on American relations with the European Union and European countries, with particular focus on economic reform policy, trade issues and the War on Terrorism. She also analyzes NATO's evolving role in post-Cold War Europe.

Before coming to America in 2004, McNamara served as Chief Parliamentary Aide to Roger Helmer, a member of the European Parliament in Brussels. Previous to that, she acted as Regional Press Officer for the British Conservative Party in the East Midlands, U.K.

A native of Nottingham, England, McNamara holds an honors degree in politics from Loughborough University. She has held elective office, winning two election campaigns to serve on the Nottingham City Council. She resides in Washington, D.C.

Let me begin by asking you generally for your opinion of President Obama's decision announced yesterday on missile defense in Europe. We can proceed from there.

President Obama’s decision to abandon plans for basing elements of the U.S. missile defense shield in Poland and the Czech Republic is entirely political – in order to appease Russia – and will leave the U.S. and Europe more vulnerable to the threat of ballistic missile attack.
